Vandaag mogen de mensen in Haïti naar de stembus, geholpen door een VN vredesmacht van zo’n 9000 man. Omdat het land na de terugtrekking/kidnapping van Aristide een verschrikkelijke puinhoop werd zijn de verkiezingen al vier keer uitgesteld, maar vandaag lijkt het eindelijk te lukken.

Voor wie het niet meer weet: Haïti is altijd een wat onstabiele staat geweest. Een beetje een bananenrepubliek met als laatse gekozen president de ver van perfecte voormalig priester, voorvechter van de armen, en socialistisch getinte Aristide.

Dankzij bemoeienissen van de huidige US-administratie kwam er bijna een burgeroorlog en vervolgens werd Aristide onder zachte dwang van de Amerikaanse soldaten die hem ophaalden naar een asielverlenend land gebracht.

The Bush administration has said that while Mr. Aristide was deeply flawed, its policy was always to work with him as Haiti’s democratically elected leader.

But the administration’s actions in Haiti did not always match its words. Interviews and a review of government documents show that a democracy-building group close to the White House, and financed by American taxpayers, undercut the official United States policy and the ambassador assigned to carry it out.

As a result, the United States spoke with two sometimes contradictory voices in a country where its words carry enormous weight. That mixed message, the former American ambassador said, made efforts to foster political peace “immeasurably more difficult.” Without a political agreement, a weak government was destabilized further, leaving it vulnerable to the rebels.

The International Republican Institute is one of several prominent nonprofit groups that receive federal funds to help countries develop the mechanisms of democracy, like campaigning and election monitoring. Of all the groups, though, the I.R.I. is closest to the administration. President Bush picked its president, Lorne W. Craner, to run his administration’s democracy-building efforts. The institute, which works in more than 60 countries, has seen its federal financing nearly triple in three years, from $26 million in 2003 to $75 million in 2005. Last spring, at an I.R.I. fund-raiser, Mr. Bush called democracy-building “a growth industry.”

Human Rights Watch is gematigd optimistisch. De verkiezingen zijn een nieuwe kans, maar er moet ook daarna nog veel gebeuren (het mandaat van de VN moet verlengd worden 15 februari a.s.).

The lack of commitment to accountability is best illustrated by the fact that several presidential candidates are implicated in past human rights abuses. Among them are Guy Phillippe, a former police chief for Delmas and one of the leaders of the 2004 rebellion against the Aristide government, and Franck Romain, a high-ranking army officer during the Duvalier dictatorship. During Phillippe’s tenure as police chief, dozens of suspected gang members were summarily executed, according to the International Civilian Mission run by the United Nations and the Organization of American States. Romain, who was mayor of Port-au-Prince for a time, is implicated in a 1988 massacre that took place during his mayoralty.

The international community has been heavily involved in planning and organizing Haiti’s elections. The European Union in October unblocked 72 million euros in aid to support the electoral process; the OAS managed the process of voter registration, and the U.N. mission pledged to ensure the security of polling stations.

De status quo van de verkiezingen:

• 34 kandidaten willen president worden; 312 mensen kunnen gekozen worden voor 30 zetels in de senaat, an meer dan 1000 zijn beschikbaar voor 89 zetels in hun versie van de tweede kamer
• De drie belangrijkste kandidaten zijn Rene Preval, een bondgenoot van Aristide, zakenman Charles Henry Baker, en voormalig president Leslie Manigat.
• Volgens de kiesraad (CEP) zijn 3.533.430 van de 4.448.065 kiesgerechtigden geregistreerd.
• Als geen van de kandidaten 51% van de stemmen of meer haalt in deze ronde, moet er nog een kiesronde komen om tussen de top 2 kandidaten te kiezen.
